Major utility company case study image highlighting large-scale procurement transformation and operational efficiency improvement.

Facing rising cost pressures and the need to improve service quality, a major UK utility provider recognised that its facilities management model was no longer fit for purpose. This transformation programme reshaped its FM strategy, reduced spend, and embedded sustainable, future-ready practices.

A major UK utility company needed to overhaul its facilities management approach across a large and diverse estate. It sought immediate cost efficiencies, realigned service levels, improved visibility of future spend, and the ability to operate more sustainably in line with evolving ESG expectations.

Working alongside the client’s in-house procurement and property teams, our consultant delivered substantial short-term savings through strategic scope adjustments, and then led a full procurement exercise to establish a new facilities management agreement that delivered improved performance, transparency, and long-term value.

The client operates more than 600 locations across the UK, from small operational depots to Grade A office buildings. Despite significant annual spend with an incumbent Total Facilities Management (TFM) provider, reduced budgets meant the organisation needed to secure major cost savings without compromising compliance or operational continuity.

Alongside this, the business wanted stronger service delivery, greater insight into future project spend, and a facilities management model capable of supporting its environmental and sustainability ambitions.

Barkers recommended two parallel workstreams:

  1. Short-term, low-risk cost-saving initiatives focusing on essential services, optimised maintenance schedules, reviewed soft service standards, and the introduction of technology to drive smarter ways of working. These activities delivered immediate savings while protecting critical operations and compliance.
  2. A full regulated procurement process to replace the existing TFM agreement with a fit-for-purpose, future-ready solution. Following Utilities Contracts Regulations 2016, the team undertook detailed scope reviews, assessed commercial and operational risks, carried out market analysis, and engaged potential providers through a comprehensive end-to-end procurement process.

ESG priorities were intentionally woven into the new agreement. This included plans to replace outdated equipment with energy-efficient alternatives and a roadmap to transition the fleet from diesel and petrol to electric vehicles—reducing emissions while lowering long-term operating costs.

The resulting long-term agreement featured stronger commercial terms, enhanced service levels, and a specification designed to evolve with the client’s changing estate and strategic objectives. The team supported the full mobilisation across 600+ sites, managing commercial, operational and HR requirements to ensure smooth transition with minimal disruption.

The transformation delivered significant financial, operational, and sustainability benefits for the client, creating immediate impact while setting up the organisation for long-term success:

  • Over 40% savings achieved against the annual contract value, supported by multiple short-term initiatives that delivered immediate financial benefits.
  • Mobilisation across 600+ sites in under 12 weeks, maintaining business continuity with negligible operational disruption.
  • A fit-for-purpose, strategically aligned FM contract with improved service levels, KPIs, and a more collaborative, transparent supplier relationship.
  • Greater visibility of future spend through enhanced reporting, stronger project governance, and a more resilient, regionally focused supply chain.
  • Embedded sustainability improvements, including more energy-efficient assets and a phased shift to an electric vehicle fleet.
